Commission appoints two to Planning Commission and approves out-of-cycle comp-plan amendment request

At its Aug. 27 meeting, the Sarasota County Commission appointed Sean Labeaux and Ryan Murphy to the county Planning Commission and authorized processing of a privately-initiated out-of-cycle comprehensive-plan amendment to add a two-lane minor collector to the thoroughfare plan near University Town Center.
The Board of County Commissioners on Aug. 27 appointed two members to the Sarasota County Planning Commission and authorized processing of a privately initiated, out-of-cycle large-scale comprehensive plan amendment for a thoroughfare plan change.
Planning Commission appointments: Commissioners received eight applicants for two four-year seats. Commissioner Kutzinger nominated Sean Labeaux and Ryan Murphy; Commissioner Matt (Knight) also nominated candidates, and after roll-call votes the board confirmed Sean Labeaux and Ryan Murphy to terms ending Aug. 31, 2029. The roll-call votes were recorded in open session; some commissioners said they wanted additional recruitment for future openings but nevertheless filled the two vacancies.
Out-of-cycle comp-plan amendment: Laura Wilson, comprehensive planning manager, briefed the board on a request from Benderson Development Company (represented by Philip De Maria and Becca Bond of Kimley-Horn) to amend the transportation chapter and thoroughfare plan to add a two-lane minor collector in the University Town Center (UTC) vicinity under a privately initiated, out-of-cycle large-scale amendment. Staff explained the codes annual cycle and the steps to process an out-of-cycle amendment, and said the boards authorization enables the applicant to proceed with neighborhood workshops, application submittal, staff review, planning commission and board hearings and state review. Commissioner Kutzinger moved to authorize processing; the motion passed unanimously.
Why it matters: The appointments fill two citizen seats on the countys land-use and plan-review body. The out-of-cycle amendment, if authorized to proceed (which it was), starts a public process that could lead to an amendment of the countys comprehensive plan and its thoroughfare plan maps, a change that ultimately must go through staff review, land-use hearings and state review before adoption.
