The Triumph Gulf Coast board accepted its June and July 2025 financial statements, approved an updated systems documentation package, and voted to increase the annual pay for Grants Compliance Manager Teresa Baker from $60,000 to $70,000.
Jennifer Davidson, the board’s finance lead, presented the June and July reports. She said total assets were roughly $677 million for June and about $678 million for July, and that Triumph dispersed approximately $15 million in June and $1.6 million in July in grant funds. She noted timing of disbursements drove month‑to‑month variances and that administrative costs remain under budget year to date.
The board also reviewed and approved an updated systems documentation document that explicitly documents previously used practices (for example, allowing contract labor to be paid via direct deposit), incorporates a previously approved motion on appropriation of interest cost language, and records an increased credit card limit to $7,000. The package also squared the fund balance policy with governmental accounting guidance and added three additional monthly reports for the treasurer’s review.
During discussion, board members asked staff to explain the three “buckets” in the fund balance policy. Staff summarized them as: - Restricted funds: amounts governed by outside entities and set aside for county allocations under Triumph rules; not available for general board discretion. - Committed/designated funds: board‑level commitments such as term sheets the board has approved (examples include $2 million set aside in interest funds). These are controlled by board action. - Unassigned funds: remaining grants and settlement funds not designated for a specific purpose.
Personnel actions and votes The board reported it has hired two grant compliance specialists—Courtney Swayze of Port St. Joe and Julian Solberg of Crawfordville—who will begin on Sept. 2 under the direction of Compliance Manager Teresa Baker. The board also approved a mid‑cycle pay increase for Teresa Baker, raising her annual salary from $60,000 to $70,000; the motion passed on roll call, 5–0.
Why it matters The systems documentation and fund balance clarifications aim to improve transparency for auditors and to reduce confusion about how Triumph classifies and spends settlement and interest dollars. The hires and the pay adjustment were presented as responses to increased compliance workload and an expanding grant portfolio.
