“...this will be kind of the first step, if you will, into our 2026 comprehensive plan periodic update,” Stevens said, describing the climate element as one of several plan elements that must integrate climate resilience and greenhouse-gas mitigation.
Representatives from Cascadia — Gretchen Mueller and Kathryn Allison — described the regional collaboration among Benton County, Richland, Kennewick, Pasco and West Richland and explained why jurisdictions elected a joint approach: climate impacts traverse municipal borders, and a coordinated effort lets the jurisdictions pool technical resources through the Ben Franklin Council of Governments. Mueller said the regional element is being drafted to comply with Department of Commerce guidance and House Bill 1181.
