Committee forwards several resolutions to council: park grant, actuarial study for military service credit, opioid settlement, electric board reappointment

Blue Cross Blue Shield grant: The committee voted to forward Resolution R2507-46, authorizing the city to apply for a Blue Cross Blue Shield Healthy Places grant. Finance Director Miss Nichols told the committee the request is identical to last year's application and would fund a fully funded park at 551 East Main Street, adjacent to Gallatin High School access. The motion to forward the resolution was made and seconded and the committee approved it by voice vote.
TCRS actuarial study for expanded military service credit: The committee unanimously approved Resolution R2608-50 to authorize an actuarial study by the Tennessee Consolidated Retirement System to determine the city—osts associated with allowing employees to purchase retirement credit for specified armed-conflict military service pursuant to Tennessee Code Annotated section 8-24-605. Finance Director Nichols said the study costs $400 (the finance department will absorb the fee) and explained that if the city later adopts an enhancement the city would be required to pay the employer portion up front; employees would have options to pay their share over time. Staff said the enhancement would only apply to employees who were not city employees at the time of the listed conflicts and that the city currently has a limited number of jurisdictions doing this in the state.
Opioid settlement participation: The committee voted to forward Resolution R2508-54, authorizing the City of Gallatin to join the State of Tennessee and other local governments in amending the state subdivision opioid abatement agreement and approving related settlement agreements. Staff advised that joining the settlement is required to be eligible for funds under the new settlement. The committee approved forwarding the resolution unanimously.
Electric Power Board reappointment: The committee moved Resolution R2508-52, reappointing Beth Hahn Bennett to the Gallatin Electric Power Board. The motion was approved and will be forwarded to council.
Ending: All four items were forwarded to the full City Council for final consideration; the committee did not adopt any of these resolutions as final ordinances during the work session.
