Clinton County commissioners approve routine contracts, agreements and personnel moves

The Clinton County Board of Commissioners on Aug. 21 approved a series of one-year contract renewals, intergovernmental agreements, personnel hirings and board appointments, and authorized payment of county bills.

Many of the items were routine renewals or single-year agreements and passed by voice vote with no roll-call tallies recorded in the meeting transcript. The approvals included technology support, an inter-county memorandum of understanding, a fiber lease for emergency communications, Title IV‑D child-support contracts, service agreements for children and youth placement services, and donations and leases tied to local programs.

Among the contracts approved were a one-year renewal with CDW Government for SolarWinds network performance monitoring services (effective Sept. 8, 2025–Sept. 7, 2026) at a stated cost of $931.76 and a memorandum of understanding among Clinton, Otter and Tioga counties to support formation of the North Central Regional ATV Trail Network Council of Governments with Clinton County’s initial contribution listed at $5,000. The board also approved a one-year agreement with Verizon for use of fiber-optic lines between the Department of Emergency Services building and the Boys Camp 911 tower at a stated monthly cost of $1,909.80 plus a one-time fee of $50.

The board renewed a contract between Clinton County and the Clinton County Sheriff’s Office for child-support enforcement activities described in the meeting as required under the “20 25 2030 Title 4 d Cooperative Agreement,” and approved a renewal contract with Attorney John Love to provide Title IV‑D legal representation in conflict cases and cases requiring independent counsel under that same cooperative agreement.

The commission approved an agreement with Friends of the Bald Eagle Valley Trail Inc. to accept, install and maintain railroad artifacts from the John A. Gummo collection for display along the Bald Eagle Valley Trail and approved a lease of a 2016 Chevrolet Impala to Keystone Central School District for instructional use in the district’s homeland security class at $1 per year; the county will remove vehicle decals and transfer liability to the district under the lease terms described in the meeting.

The board approved placement-service contracts for Clinton County Children and Youth Social Services and juvenile probation, effective July 1, 2025, through June 30, 2026, with three providers listed in the motion: Drug and Alcohol Rehabilitation Services, Inc.; Love2Care; and Taylor and Taylor.

Personnel actions approved included the reappointment of Mary Anne Bauer to the Clinton County Agricultural Preservation Board for a three-year term expiring Dec. 31, 2028, and the appointment of Michael Champion to the same board with a term expiring Dec. 31, 2028. The commissioners also approved hiring actions: Emily Snook as a dispatcher trainee in the Department of Emergency Services effective Sept. 2, 2025, at an annual salary listed as $37,163 (grade F); David Richner as maintenance supervisor at the Clinton County Correctional Facility effective Aug. 4, 2025, at an annual salary listed as $45,063; and Brianna Johnson as a dispatcher trainee effective Aug. 18, 2025, at the same dispatcher starting salary. The board consented to the transfer of Adrianna Warner Garris from a full-time 911 dispatcher position to part-time dispatcher status effective July 18, 2025, at an hourly rate of $16.75 not to exceed 1,000 hours annually.

Resignations the board recorded included Joshua Raymond, juvenile probation officer (effective Sept. 1, 2025), and a call-intake caseworker in Children and Youth Services (effective Aug. 22, 2025); the transcript does not give the name of the intake caseworker.

The commission also approved county bills totaling $1,000,573.48 for the two-week period ending Aug. 21, 2025, and net payroll of $332,422.22 for the two-week period ending Aug. 15, 2025.

Several commissioners and county officials spoke briefly about individual items. Sheriff Stover praised the lease to the school district as a training opportunity for students and noted the county would remove decals and transfer liability to the district; he said the car “needs a battery” and other maintenance work but that the district’s auto class planned to perform repairs. Jason Fitzgerald, the newly introduced CEO of the Clinton County Economic Partnership, and other officials encouraged coordination on the county’s upcoming comprehensive plan and Susquehanna greenways plan, but those planning items were discussed separately from the votes.
