Councilors replied that zone changes must start with the planning commission. Councilmembers said planning will hold a public hearing and collect public input; the council will consider the planning commission’s recommendation and the results of community surveys such as the general plan outreach. Councilors noted prior survey responses that emphasized a desire for grocery and retail options and caution around new lodging, and they advised Patel that a rezoning application would trigger resident comment and planning review.
The council described hotel development as a higher‑impact use that residents had previously signaled concern about. Staff recommended that Ms. Patel submit a formal zone‑change application to the planning commission as the next step.
