The Village of Hartland Village Board on Aug. 25 voted to approve multiple routine payments, licenses and permits, a funding action for an emergency stormwater repair, a county tax-billing agreement and two resolutions, including initiating an eminent-domain process for a vacant lot at 550 Hartbrook Drive.
The board voted in favor of contractor payments and routine bills: $242,750.22 to Wolf Paving Company (payment No. 3 for the 2025 paving program); $47,859 to Thunder Road LLC (payment No. 1 for the 2025 road maintenance program); and vouchers totaling $418,732.05. Trustees moved and seconded each item and the board voice-voted the measures "Aye." The minutes of the Aug. 11 meeting were also approved.
Licenses and permits approved included a Class B combination beer and liquor license for El Camino Real LLC doing business as Senior Tomás at 150 North Avenue after a public hearing, and approval of a conditional use permit for a change of ownership for Burrows Real Estate LLC at 300 E. North Shore Drive. The board approved a restricted-species (backyard chickens) application for Kristen and Jessica Zabrowski at 108 Lindenwood Drive for six chickens, contingent on approval from the homeowners association. A bartender application for Dylan Armbruster was approved; the clerk will issue the permit as directed.
The board approved an emergency use of fund balance to repair a collapsed 24-inch clay stormwater pipe between 140 and 150 E. Capitol Drive. Staff described the pipe as approximately 160 feet long and said R&M (engineering) expects a replacement-only estimate around $50,000, with total costs possibly as high as $75,000–$100,000 depending on pavement and sidewalk repairs; trustees approved moving forward to solicit contractors.
Trustees also approved the village's annual agreement with Waukesha County for data processing, property tax assessment and billing services, and passed Resolution O8252025 pledging that the village will appropriate the minimum funding for the Hartland Public Library (the staff stated the minimum appropriation is $467,678 for 2026) to allow the village to remain exempt from the Waukesha County library levy. Finally, the board approved a resolution of necessity to begin the eminent-domain process related to the vacant lot at 550 Hartbrook Drive; staff said the next steps include appraisals and a possible offer process prior to litigation if the owner rejects an offer.
All motions that reached final vote passed on voice votes recorded as "Aye" by the board; no roll-call dissent was recorded on the motions in the meeting record presented.
