Virgin adopts 'live‑work' ordinance, expands conditional live‑work uses in commercial zone

The Virgin Town Council on Aug. 19 approved an ordinance renaming limited commercial habitation to “live‑work,” revising definitions and expanding where the use may be available under conditional use standards.

Councilors said the change is meant to clarify the code and to ensure standards for properties where residents operate small commercial enterprises. The ordinance rescinds the earlier permitted‑use listing for limited commercial habitation in the commercial zone and moves the standards and permitting process into the conditional‑use chapter of the land‑use code.

During deliberations council members discussed whether a single conditional‑use permit should be able to include multiple uses (for example, a bakery plus on‑site residence). Staff explained that applicants typically can request multiple conditions in one application rather than apply separately for each use. Councilors noted the ordinance text had been revised and that the most recent version was available on SharePoint.

Roll call: The ordinance, listed on SharePoint as “Revised ordinance 2025‑11,” passed the council vote. Councilmember April voted yes, Councilmember Paul voted yes, Jean voted yes, Misty voted no and the remaining councilmember(s) voted yes, resulting in the ordinance’s adoption.
