The Town of Virgin Town Council adopted revisions to the town’s Capital Improvement Program (CIP) policy and approved a five‑year CIP for fiscal years 2026–2030 at its Aug. 19 meeting.
The council voted to amend the CIP policy to add the town manager to the committee chair role, delete a “dark sky” scoring subcategory from the project priority chart and require the word “proposed” to precede “improvement” in several rating categories. The council then approved the five‑year list of projects for the fiscal year that begins July 2025.
Council members and staff discussed the changes during a public hearing. Councilors asked staff to ensure the policy language refers to the town manager instead of the mayor where applicable and to remove an item on the priority chart that duplicated existing dark‑sky compliance requirements. Staff said the five‑year plan document attached to the resolution would be the version that reflects work‑session edits and a form revision made after the draft was circulated.
During discussion, councilors noted a planning consultant’s recommendation that chip seal is an appropriate pavement treatment for many low‑volume local roads in Virgin. Council members requested that staff prioritize older neighborhood streets if additional funding becomes available and that the finalized CIP be posted for public reference as an attachment to the resolution.
Outcome and next steps: The council moved, seconded and approved the resolution revising the CIP policy and the resolution adopting the fiscal‑year 2026 five‑year CIP. Staff will attach the updated five‑year spreadsheet and finalize wording on SharePoint as the official record.
