Council approves nonexclusive franchise for Blue Peak Fiber; company outlines 1-gig minimum and local rollout plan

The Alba City Council approved Ordinance 2025-005 granting a nonexclusive franchise to Clarity Telecom LLC doing business as Blue Peak to construct and operate a cable/fiber system in city rights-of-way. Council members voted to approve the ordinance after a presentation from company representatives who described technical details, pricing and a proposed construction schedule.
Desi Stoopes of Blue Peak (presentation team) told the council the company’s minimum residential offer would be symmetric 1-gig service, with 2- and 5-gig options for residential customers and higher tiers for business. “Our minimum speed is 1 gig,” the presenter said, describing $55–$65 monthly pricing depending on autopay and service choices.
Blue Peak presented a Phase 1 design for Alba covering about 2,900 rooftops, roughly 28 miles of fiber (26 miles aerial, 12 miles underground with overlap in reporting), and said initial construction would take about 12–18 months once the franchise is approved and permits and engineering work begin. The company said it would pay the city the standard federal franchise fee for video services and offer three city-selected locations free service as part of the franchise terms.
Council members asked about local staffing, customer service and construction sequencing. Blue Peak said technicians and logistical operations for North‑Central Oklahoma are staged from a Stillwater warehouse and a Sioux Falls call center handles trouble tickets; the company said it will work with local subcontractors for underground work and coordinate regularly with public works, police and fire during construction.
The ordinance on the agenda, recorded as City of Alba Ordinance 2025-005, was presented for action as item 12. The motion to approve came from Dr. Lark and was seconded by Hoffman; the roll call vote was recorded as yes from all members present.
Approval of the franchise does not preclude other providers from seeking permits; company representatives said the permit is nonexclusive. Blue Peak project representatives said they plan to begin engineering and permitting within about 60–90 days of final approval and will launch construction after required surveys and permitting. They also emphasized community engagement steps including mailers, door hangers and coordination with public safety during surveying and construction.
Council members praised the presentation and the efficiency of the meeting; Blue Peak representatives said they will continue coordination with city staff to finalize franchise details and begin pre-construction engineering.
