Residents urge Chatham County oversight, appeal after administrative decision on Sam’s Express car wash

Two members of the public asked the Chatham County Board of Commissioners to review a July 28 administrative determination involving Sam’s Express (referred to in comments as Sam’s Car Wash) and to consider an appeal and procedural changes.
Shelly Colbert (Baldwin Township) told the board she had reviewed public records related to the Briar Chapel development and said the county’s July 28 administrative determination appeared “extraordinarily brief” in the public record. Colbert urged the board to consider three steps: (1) file an appeal to the Board of Adjustment, (2) undertake a thorough review of the Planning Department’s record of decision, and (3) consider a text amendment or administrative measures to improve disclosure, oversight and public input in delegated administrative decisions. She said the preliminary-plat approval process for Special District East offered a useful comparison because that process provides broader opportunities for public comment and board oversight.
Marva Price (Hadley Township) also urged the board to revisit the July 21 decision (Price said she and her husband had been told the board had “no authority” regarding a waiver that had been requested by the developer). Price said property owners with adjoining parcels believe they were ignored in the decision process and asked commissioners to exercise their right to appeal the administrative determination. Both speakers said they had submitted written materials to staff and asked for further review.
The board acknowledged the comments; staff did not announce a formal board action on the matter during the public comment period. The commissioners present asked staff questions and were reminded that public record requests and official appeal procedures remain the channel for pursuing legal remedies.
