Board approves several policy and purchasing items; rules-of-order change passes 4-2
Summary
At its Aug. 19 meeting the Beloit School District Board approved school medication policies and a contracted services purchase, and adopted a revision to its rules-of-order removing a registered-parliamentarian requirement. Several other proposals, including a dean pay change and an activities addendum revision, failed or were deferred.
The School District of Beloit Board of Education voted on multiple items during its Aug. 19 meeting, approving revisions to student-medication policies, a contracted services purchase, minutes and personnel recommendations, and adopting a change to its rules-of-order.
The board adopted revisions to Policy 453.1 (administering medication to students) and Policy 453.4 Rule 1 (administration procedures), each on final reading. Both measures were moved by Board Member Brian Nichols and passed unanimously. The board subsequently approved a contracted services purchase not to exceed $61,250 for the 2025–26 school year; that motion (mover: Amy Levy; second: Megan Miller) carried unanimously.
On procedural rules, the board approved revisions to Policy 181 (Rules of Order) — which removed the requirement for a registered parliamentarian and permits the board president, at their discretion, to enlist a nonmember to serve as parliamentarian — by a 4–2 roll-call vote (Aye: Brian Nichols, Juan Romero, Tom Hankins, Tia Johnson; Nay: Megan Miller, Amy Levy).
Several contested or high-profile items failed to pass. A motion to adopt a new Dean of Students compensation range (specified as $50,000 to a maximum of $70,000) was moved by Brian Nichols but failed after roll-call voting. A separate motion to approve the proposed 2025–26 addendum matrix for athletics, activities and clubs that would have preserved a spring-season varsity head coach position for dance was defeated 2–4.
The board approved the May/June financials and meeting minutes (with specified amendments) and approved the employment recommendations listed as Exhibit A. The board also voted to enter closed session under Wisconsin Statute 19.85(1)(c) and (g) for specific employee matters and legal counsel consultation; that motion carried unanimously.
The meeting included multiple public-comment periods and committee reports; several items were deferred to subsequent meetings for additional review or clarification.
