HARNETT COUNTY — The Harnett County Board of Commissioners approved two rezoning requests during the meeting: one to convert a long-zoned industrial parcel to RA-30 (rural agricultural/residential) to permit family housing, and another to rezone approximately 3.5 acres on N.C. 87 South in Cameron to commercial use.
County planning staff told commissioners the parcel owned by John A. C. Stewart had been zoned industrial since 1988 but that the surrounding area has become residential. Staff recommended rezoning the parcel to RA-30 and amending the future land-use designation to rural residential to match surrounding properties. A resident who said the tract had been in his family since 1956 spoke in support, saying a buyer planned to put a house and horses on about 5 acres of usable land.
For the NC 87 parcel, staff said the two wooded, unimproved parcels sit in the county’s village district and are adjacent to existing commercial uses including a fitness center, gas station and restaurants. Staff noted the site is in the Highway Corridor Overlay District and the Military Corridor Overlay District; staff also said the Fort Bragg Regional Land Use Advisory Commission had responded that commercial zoning would increase compatibility with military aviation operations. The planning board recommended approval of the NC 87 rezoning.
Commissioners moved and seconded the motions to approve both rezoning requests. For the Stewart parcel, the motion included amending the future land use classification to rural residential; after discussion and no public opposition the clerk announced, "Ayes have it." For the NC 87 request the board again voted in favor and the clerk announced the motion carried.
County staff advised public water is available near the NC 87 site but said sewer availability was unknown and that the Stewart parcel lacks public water and sewer and is served by a private road not maintained by the state.
"There's only about 5 acres of good land. The rest of it's erosion," a resident identified in public comment said of the Stewart parcel.
The approvals were granted at the meeting; staff will proceed with updating mapping and recordkeeping to reflect zoning and future land-use changes.
