Board re-appropriates fund balance for athletic facility work and approves $500,000 roof plan for Dover Elementary

The Stewart County School Board approved Budget Amendment 141, which moves prior-year funds back into the 2026 budget for athletic facility work, appropriates $500,000 for a roof replacement at Dover Elementary and records state reimbursements for previously paid teacher bonuses and summer-camp expenses.

Mike Wynne, director of schools, told the board the amendment returns $200,000 originally appropriated for a golf facility and ballfield restrooms that reverted to fund balance because the work was not completed in fiscal 2025. The amendment also appropriates $500,000 from fund balance for a full roof replacement at Dover Elementary. Wynne said several estimates were reviewed and the district expects the work to include removing the existing roofing system and installing new PVC roofing with a 20-year guarantee.

Wynne said the amendment also records revenue returned from the state to reimburse the district for a $2,000 teacher bonus the board approved last spring and for state reimbursements tied to summer camp transportation and instructional expenses. Specific reimbursement amounts for the summer-camp items were listed in the packet but not read into the record.

Board discussion focused on the scope of the roof work and the bidding approach. Board member Mister Gillum asked whether the district would do a layover or full removal; Wynne said contractors recommended removing the existing membrane, inspecting and repairing wet substrate as needed, and installing PVC. Wynne noted the $500,000 figure came from recent estimates and that one higher estimate had been received but the district expects the job can be completed near the stated amount.

The motion to approve Budget Amendment 141 carried on a voice vote after a second was recorded. The board did not record a roll-call tally in the minutes.
