Council approves final plat for River Villas subdivision; 14 lots cleared for development

Garden City — The City Council on Monday approved the final plat for River Villas Subdivision, a 14-lot development proposed near 40th Street and Veterans Lane, sustaining staff's recommendation and the findings of fact and conclusions of law.
Developer representatives told the council the final plat is in conformance with the previously approved preliminary plat and with the staff report and conditions of approval. "Our final plat is in conformance with what was shown for the preliminary plat, and we're in agreement with the staff report and conditions of approval," said Stephanie Hopkins of CAM Engineering, who represented the developer.
Why it matters: The final plat clears the way for the developer to move from preliminary approval toward construction and build-out of homes on the 0.7-acre site. The proposal includes 14 buildable lots (about 20 units per acre), three unit types (three-bedroom units with two-car garages, two-bedroom units with one-car garages, and live-work units), enhanced landscaping along 40th Street and multiple open-space areas.
What the council heard: City staff said the final plat met the six code criteria for final plat approval (cited in code section 8-5-B-3-C-2) and found the submittal to be in substantial compliance with the preliminary plat. The city engineer had not yet signed at the time of the hearing because some documentation remained outstanding, but staff said those items must be satisfied before the plat is recorded. During the public hearing there were no members of the public who signed up to speak.
Conditions and notes: Staff noted coordination with stakeholder agencies — Central District Health, DEQ, ITD and the city engineer — and flagged that outstanding city engineer comments must be addressed prior to signature. A Fishers representative reminded the developer to minimize worker parking along 40th Street and offered use of the southern part of Fishers' parking lot for construction workers.
Vote and next steps: The council sustained the staff recommendation and approved the final plat by roll call vote. The approval includes the findings and conditions described in the staff report; the developer must satisfy outstanding engineering requirements before final signature and recording.
