Committee places three ordinances and five contracts on omnibus; board approves omnibus package

The CTA finance committee placed three ordinances and five contract awards on the omnibus Aug. 13; the full board approved the omnibus package by roll call later in the meeting.
At the Aug. 13 sessions of the Chicago Transit Authority Committee on Finance, Audit and Budget and the full board, committee members reviewed three ordinances and five contract awards and placed them on the omnibus for board approval. The full board subsequently approved the omnibus package by roll‑call vote.
Items the committee reviewed and placed on the omnibus included:
- An ordinance authorizing the second amendment to a concession lease with Chicago Cooperative (Chicago Market) for space at 4620 N. Broadway (Gerber Building, adjacent to Wilson Station). The amendment abates rent July 1–Dec. 31, 2025 and extends the lease by six months so total payments are unchanged.
- An ordinance consenting to the assignment and amendment of a ground lease at 1708 Benson Avenue in Evanston (Purple Line). Staff said CTA has leased the parcel since 1999; the lease has the original 20‑year term with two 10‑year options, and CSP Evanston Retail LLC is seeking to assume the ground lease under the same terms through November 2039.
- An ordinance authorizing a lease directly with ShipBob Inc. for space at 120 North Racine Avenue. Staff said the earlier master lease with Randolph Racine is expiring and that ShipBob will shift to a month‑to‑month lease beginning Sept. 1, 2025 at $15,000 per month for approximately 20,272 square feet the company occupies.
Committee members also reviewed and placed on the omnibus five contract awards described at committee as follows: a contract for transit operations (Contract A1), a contract award for finance (Contract C1), a planning contract (D1), an administration contract (F1), and a law contract (I1). Committee and staff reported there were no substantive questions on those contract items during committee review.
At the committee, each ordinance and the contracts were moved onto the omnibus by roll call motions (motions commonly moved by Director Eady and seconded by Director Lee). The committee voted to recommend all three ordinances and the five contracts for approval by the board. The full board took the omnibus up later in the meeting and approved the package by roll call; a quorum of board members voted in the affirmative and the chair announced the omnibus motion passed.
The committee report recorded that, after committee action, the construction report was deferred to the next month and there were no additional board matters. The full board adjourned after approving the omnibus.
