The Highland Village City Council on Aug. 12 approved several fiscal measures and set the schedule for the public hearing and final adoption of the fiscal 2025–26 budget and tax rate.
Votes at a glance: - Ordinance 2025-13-27: First reading adopting amendments to the fiscal year 2024–25 budget (amendments to general fund, utility fund, capital projects and other funds). Approved on first reading, vote 7–0. - Resolution 2025-3202: Suspended the Sept. 17, 2025 effective date for CoServ Gas’s interim GRIP request to allow municipal review. Approved 7–0. - Motion proposing a maximum ad valorem tax rate of 0.500984 per $100 valuation (the voter-approval ceiling) and setting a public hearing for Sept. 9, 2025 on the tax rate and FY 2025–26 budget. Motion approved 7–0. - Ordinance 2025-13-26: First reading to rezone Lots 1–2 Block B, Edgewood Estates (234 Edgewood Drive) from SF‑12 to a planned development overlay with SF‑10 base to allow subdivision into six lots. Approved on first reading 7–0. - Ordinance 2025-13-28: First reading to add Article 10.07 (handbills) regulating distribution of handbills on residential property. Passed first reading 6–1.
Nut graf: The council moved the budget timeline forward while approving technical budget amendments and taking routine regulatory steps (suspension for a utility-rate filing) that preserve municipal review rights; the council also advanced two ordinances to first readings (a rezoning and a new handbills ordinance) that will return for subsequent action.
Details: Council approved a package of amendments to close out fiscal 2024–25 that included a net negative adjustment to the general fund (staff cited turnover, insurance allocation and an overrun in street/overlay-related costs), supplemental capital and equipment appropriations tied to a 2024 tax note, and a set of smaller adjustments across funds. Staff said the package will reduce the general fund balance but keep the fund balance above the city’s internal target; staff also presented a budget-adoption calendar: first public hearing and first read on Sept. 9 and final adoption on Sept. 16.
On a separate item, council unanimously adopted a resolution to suspend CoServ Gas’s proposed interim GRIP rate effective date for 45 days to allow city staff and steering-committee representatives time to analyze the proposal. Council members emphasized the suspension preserves municipal review rights under state utility law.
Ending: The city clerk and finance staff will publish the truth-in-taxation notices required for the proposed maximum tax rate and will return the ordinances and budget amendment items for required second readings and final votes in September.
