Committee approves Shoal Creek and DeKalb Memorial park master plans

The Planning, Economic Development and Community Services Committee approved two parks master plans presented by Caleb Whitmire, Green Space Manager for Recreation, Parks and Cultural Affairs.
The Shoal Creek master plan combines Shoal Creek Park 1, Shoal Creek Park 2 and John Evans Legacy Park into a single, connectivity‑focused plan serving District 3 and Super District 7. Combined the three sites total 85 acres. Public input meetings in late 2022 and 2023 shaped priorities that include safety and security measures (cameras, lighting and vegetation management), invasive species removal, drainage and creek access improvements, multi‑use trails and playground and ballfield upgrades. The plan estimated combined costs of $13.2 million in 2023 dollars and projected $14.8 million in 2025.
DeKalb Memorial Park (District 3 and Super District 6) was developed with community input in 2018–2019. Priorities include a disc golf course, an expanded multi‑use trail, enhanced playgrounds, daylighting Hardy Creek, permanent restrooms, resurfacing the basketball court and expanded seating. The plan estimated $2.23 million in 2019 and projects roughly $3.0 million in 2025. Master‑plan work to date includes completed disc golf course and playground elements funded by Community Development Block Grant and Park Pride grants with district matching funds.
Committee members asked questions about security measures, invasive species management and completed projects. The committee approved each master plan by separate motions and voice votes.
