Planning commission approves 2-year extension for Cedar Boulevard townhomes vesting tentative map

The Newark Planning Commission voted unanimously Aug. 12 to approve a two-year extension of the vesting tentative map for the Cedar Boulevard townhomes project at 38600 Cedar Boulevard.
The extension applies to vesting tentative map Tract 8665, which would create one common lot and 76 condominium units. Joseph Blapat, associate planner with the Community Development Department, told commissioners the project was approved by the City Council on Sept. 14, 2023, and the entitlements would otherwise expire on Sept. 14, 2025. Blapat said staff recommended a two-year extension to Sept. 14, 2027, to allow time to complete improvement plans and the final map. "The extension request for the vesting tentative map is being presented to you tonight due to amendments to the subdivision ordinance approved in October 2023, which includes changing the review authority for the time extensions of the tentative maps," Blapat said.
Blapat also said the project is exempt from further environmental review under the California Environmental Quality Act guidelines section 15061(b)(3). He described the entitlements included design review, a minor use permit to allow a 37-foot building height and a wall up to 18 feet along rear and side property lines, and the vesting tentative map to create the condominium lots.
Jennifer Skillings, a Taylor Morrison representative who attended the meeting on behalf of the applicant, said Taylor Morrison acquired the property in March 2024 and has completed demolition and remedial underground work. "It is completely demoed, flattened. We've done significant improvements underground to stabilize the soil," Skillings said. She told commissioners the project has a grading permit and that improvement plans were close to approval; she said the developer expects to begin home construction in early 2026 and anticipates a roughly two-year buildout for the 76 homes.
Commissioner Aguilar moved to approve the two-year extension; Commissioner Fitz seconded the motion. The commission recorded five ayes and no nays, and the extension carried.
The staff report included the project's assessor parcel numbers (APNs) and noted that because the applicant has obtained some permits and demolition and grading have begun, an extension for the design review and minor use permit was not required. The extension applies only to the vesting tentative map expiration date.
No public hearings occurred on the item and no public comments were recorded. The commission moved on after the vote to its remaining agenda items.
For reference, the staff presentation identified the previous applicant as Waymarked Development LLC and the prior owner as Cedar Boulevard Townhomes LLC; Taylor Morrison of California, LLC is the current property owner and Mark Currington was named in staff remarks as Taylor Morrison's forward planning director (Currington was not present).
