The York City Planning Commission on July 14 recommended approval of variances and special exceptions to convert 210 North Albemarle Street from a single‑family dwelling into two units.
Staff presented the case and initially recommended denial of definition and vacancy‑related variances and of a parking variance, citing the city’s standard variance criteria. During the hearing, the applicant, who said she also owns 216 Albemarle (already a duplex), told the commission that 210 is an end‑unit lot with ample parking and that her planned layout will mirror the existing duplex at 216.
The owner, who identified herself as Ernestina Glace and said she manages multiple rental properties, explained she would add a kitchen on the second floor to create the second unit and that the building is currently vacant. The commission asked questions about occupancy, purchase timing and inspection history; the applicant responded that the property was vacant when purchased earlier in the year and that she regularly maintains her properties.
Commissioners then voted to recommend approval of the definition variance, dimensional variance, waiver of the two‑year vacancy condition, and the special exception to allow multifamily use. Roll calls recorded unanimous aye votes on the motions. Where staff initially listed a parking variance in the packet, the record shows the applicant confirmed existing parking was sufficient and the parking variance was not pursued for this property.
The recommendations will be forwarded to the zoning board for final action. The commission recorded the motions and roll calls in the transcript with unanimous votes on the recommended items.
