Sparks approves design, construction management contract for water-reclamation facility boiler replacement

The agreement, identified in council materials as AC6135, totals $882,588; the city of Sparks’ share is $276,867.86. Councilmember Abbott moved approval, and Councilmember Rodriguez seconded; the motion carried unanimously.
The city presented the contract after a mechanical failure damaged several pieces of combustion-heating equipment at the plant. Casey Menser, treatment plant manager at the Truckee Meadows Water Reclamation Facility, told the council the failure compromised the facility’s heat loop and led to the loss of three of eight combustion units.
“We were able to have them pivot and be able to focus on fixing that problem,” Menser said of the engineer already under contract. He said Carollo has proceeded to about a 90% design stage and that the city hopes to begin the bid period on Aug. 15, with a return to council on Sept. 8 to consider a construction award.
Menser described steps the design will include to limit future cross-connections and mechanical failures: consolidating multiple disparate heating units, separating boilers and heat exchangers so boilers heat water while exchangers handle process fluids, and planning temporary contingency options such as rental equipment should lead times or other delays occur.
Councilmembers asked about timing and winter readiness. Menser said equipment lead times can be long and the current design work will include contingency plans so the facility can maintain heat if construction is delayed.
