The Sunnyvale Town Council on Aug. 11 approved awarding the Beltline Road intersection improvement project to the lowest apparent responsive bidder and authorized the interim town manager to execute the contract subject to final verification of required documents.
Engineering consultant Kimley‑Horn prepared design and bidding documents for intersection improvements at Towne East & Beltline and Creekside & Beltline. Planned work includes turn‑lane widening, upgraded signal systems, improved pedestrian crossings and ADA ramps, enhanced drainage, and pavement rehabilitation.
Town staff reported three bids were received. Two bids were found non‑responsive by the consultant because they lacked signed conflict‑of‑interest questionnaires; the apparent low responsive bidder bid approximately $1.6 million. Staff noted the consultant identified certain tabulation inaccuracies in the lowest apparent bid during review, and staff said they would complete credential and responsiveness checks before final contract execution.
Council discussed cost components and right‑of‑way needs. Staff said the town had previously procured traffic signal equipment to shorten lead time and that additional right‑of‑way acquisition costs would be covered separately. The engineering opinion of probable construction cost (OPCC) had been about $1.8 million; the apparent low bid came in below that estimate.
Mayor Clark moved to approve award and authorize the interim town manager to execute contract documents; Dr. Woodrow seconded. The motion passed unanimously as recorded at the meeting. Staff said construction was tentatively scheduled to begin in September with milestones to complete the Towne East intersection by mid‑December and substantial completion for both intersections by early February, pending pole delivery and utility relocations.
Council authorized staff to proceed with final contract administration steps, including verification of bidder responsiveness, coordination of utility relocations, and right‑of‑way negotiations for two corner acquisitions identified in the design.
