Wylie Parks and Recreation Board approves corrected minutes and three nonprofit event permits

The Wylie Parks and Recreation Board on Aug. 11 approved corrected meeting minutes for April, June and July and granted permits to three nonprofit park events, including two 5K events at Founders Park and a scouting recruitment event at Old City Park.
The board voted unanimously on the minutes corrections and each event application. The board approved amendments to the April 14, 2025 minutes (correction: the entry under “regular agenda” and “board action” should read 03/10/2025), the June minutes (previously listed as 06/09/2025; corrected to 05/12/2025) and the July 14, 2025 minutes. Each motion carried with seven yes votes and no abstentions.
The board also approved a repeat nonprofit park event application from the Cure Sanfilippo Foundation to host the fourth annual Do It for Declan 5K and fun run at Founders Park. Brent (Parks and Recreation staff member) told the board the foundation has run the race at Founders Park in prior years and has coordinated scheduling with youth leagues. Board members and staff flagged a date discrepancy between the agenda application and a flyer: the application lists Dec. 13, 2025, while the flyer said Dec. 6. Brent said staff had told the organizer the date should be Dec. 13 and that staff would correct the flyer. Staff said typical park use for 5K events reserves the park early (about 6 a.m.) through about noon and that league play usually resumes in the afternoon (about 1 p.m.). The motion to approve the Cure Sanfilippo Foundation event carried 7–0.
Circle 10 Pack 304’s application to host a “Back to Scouting Bash” recruitment and fundraiser at Old City Park on Sept. 27, 2025 was approved. Representatives said they expect multiple packs and troops (they said up to 11) and plan to sell memberships and prepackaged fundraisers such as bottled drinks and possibly traditional scouting popcorn. Janet (Parks and Recreation staff member) advised the organizers to check with the McKinney health department about food permitting; she said prepackaged items typically do not require a permit but recommended confirming to be safe. The board approved the Circle 10 Pack 304 event 7–0.
The board approved a Walk for Life 5K fundraiser from Hope Bridge Pregnancy Resource Center for Founders Park on Jan. 24, 2026. Pam Sawyer and Kenzie Edwards, representing the center, told the board the event is part of a national awareness campaign and that participants register online; organizers said proceeds fund free services the center offers locally, such as pregnancy testing, ultrasound services, parenting education and a baby boutique that distributes diapers, wipes and larger items like strollers. Organizers said in-person registration via mobile phones will be available at the event; the board approved the event 7–0.
Several board members asked operations questions during the items — including park reservation timing, league coordination and whether food vendors would need permits — and staff answered on the record. No conditions or special restrictions beyond standard permitting and coordination with existing league schedules were announced in the motions.

The board did not attach any additional funding commitments or ordinance changes to the approvals. Staff advised organizers to follow the city’s normal permitting, to coordinate with youth-league schedules and to check county health rules for any food service.
