Commission continues LionsGate Marketplace plan after debate over corner building and walkability

Commissioners on Aug. 11 debated a revised preliminary development plan for Lot 11 at LionsGate Marketplace (PDP 2025-20), focusing on site design, perimeter street frontage and whether buildings should be placed at the Metcalf Avenue corner to improve walkability.
Staff recommended a continuance, citing site-design standards and the desire for a stronger corner building or other measures to meet the perimeter street pattern in the Unified Development Ordinance. The applicant said two incoming tenants (a coffee/donut shop with drive-through and a 3,500-square-foot restaurant) are committed and expressed concern that continued review may not substantially change the plan, but indicated a continuance would be preferable to denial to give staff and applicant time to address corner improvements.
Commissioners were split: some argued the corner should be built up to follow city walkability goals and the Framework OP perimeter-street guidance; others and the site-plan review committee noted existing center circulation patterns and nearby precedents where buildings are set back with parallel interior streets. After discussion Commissioner White moved to continue the item to Sept. 8 to allow additional work with staff; the motion passed 9-0.
The commission directed the applicant to work with staff on the corner feature, pedestrian connections and potential parking adjustments ahead of the next hearing.
Vote details: motion to continue PDP 2025-20 to Sept. 8 passed 9-0.
