Bellaire holds public hearing on proposed FY2026 budget; residents press for more animal-shelter funding and a siren study

The Bellaire City Council held a public hearing on Aug. 11, 2025, to receive written and oral comments on the city’s proposed fiscal year 2026 budget, and residents used the forum to press for more support for the animal pound, ask for a study of a municipal warning-siren system and question a recently instituted nonresident library-card fee.

The budget document, filed with the city clerk’s office on July 18, 2025, covers the fiscal year beginning Oct. 1, 2025 and ending Sept. 30, 2026. A city-staff reading of the public-notice ordinance said the proposed budget would raise $378,700 more in property taxes than last year — an increase of 1.53% based on currently available taxable-value information from Harris County. Final deliberation on the proposed budget is scheduled for Sept. 15, 2025; written comments will be accepted by the city clerk until then.
