Local fleet owner seeks parking permit after repeated citations, thefts in Loker area

Rick Romano, a Carlsbad resident and local business owner, told the Traffic Safety and Mobility Commission he has repeatedly parked company trucks on Loker and is seeking a parking solution after receiving repeated citations and multiple thefts from his vehicles.
Romano said his company parked trucks on Loker without issue for years but in the past month started receiving citations. "I got 9 tickets," he said, and added the tickets were later removed after he appealed. He told the commission catalytic converters have been stolen from his trucks repeatedly; he estimated about 18 converters were stolen over several years and said one night someone "clean sweeped" the fleet.
Romano said the trucks fit between the curb and the bike lane and do not block sidewalks or driveways. He described trying to find legal private parking and said property managers have declined to host a fleet. He asked whether the city could consider a permit program to allow paid overnight parking, noting that the tickets he received were tied to vehicle-code restrictions enforced between 2 a.m. and 5 a.m.
Commission staff told Romano they would connect him with "Mr. Schmidt" to discuss options and noted the city had been contacted by similar businesses. The commission did not take formal action during public comment; the Brown Act prevents substantive action on items not on the agenda.
Romano identified himself at the meeting as a Carlsbad High School graduate and the first employee of his current employer; he said he has run the business for 21 years.
