Mooresville to annex 1316 Mecklenburg Highway after homeowner well failure; staff confirms utilities and zoning

Veronica Bateson, planner 2 with Planning and Community Development, presented a voluntary annexation request (AX-2025-05) for a 1.16-acre property at 1316 Mecklenburg Highway following an emergency well failure.
Bateson told the board the property is currently inside the town’s extraterritorial jurisdiction and that water and sewer are available with no capacity issues. The owners were identified in the packet as Arturo Barraza and Luz Ramirez Barraza. Staff said fire protection falls within the town’s five-mile coverage area and the four-minute response time for Station 5 and that police and public works have confirmed the property can be served.
A board member asked if zoning would be established upon annexation; Bateson replied the site is currently in the town’s TN (Traditional Neighborhood) district and that she would add a zoning slide for the board packet at the formal hearing. "It's the, the property, is our was already in the ETJ, and it came in on an emergency basis because they had a well failure," Bateson said, describing the emergency basis for the request.
Staff found the annexation met statutory requirements for voluntary annexation. The board did not take a final vote at the discussion but directed staff to include the zoning slide and supporting materials at the upcoming town board hearing.
