State Transportation Commission approves four policy revisions, three local appointments and posts draft five-year program for public comment

The Michigan State Transportation Commission on Aug. 1 voted unanimously to approve revisions to four commission policies, confirm three nominations to the statewide Local Bridge Advisory Board and one appointment to the Transportation Asset Management Council, and to post MDOT’s draft five-year transportation program for public comment.
The commission approved revised versions of: Commission Policy 10001 (Division of Authority); Commission Policy 10012 (State Rail Freight Policy); Commission Policy 10214 (Complete Streets); and Commission Policy 10240 (Tribal Affairs). All four revisions passed on roll calls where each present commissioner voted yes. The commission also approved the Transportation Asset Management Council appointment of James Snell (term August 2025–August 2028) and three County Road Association nominations—Kelly Jones, Wayne Harrell and Douglas Mills—to the statewide Local Bridge Advisory Board. The commission approved posting the draft 2026–2030 five-year transportation program and opening a 30-day public comment period.
Commissioners discussed the Complete Streets rewrite during debate before the vote. Commissioner Diane Schultz (first reference: Commissioner Diane Schultz) praised the redraft and proposed small wording clarifications to better reflect safety and partnership goals, including (1) minor wording to emphasize “safety-related outcomes” and (2) clarifying that planning, design, construction and reconstruction reviews should recognize capital preventive maintenance projects in MDOT’s capital program. The commission incorporated clarifying language that recognizes MDOT and each transportation infrastructure jurisdiction when identifying funding or implementation opportunities. The commission also noted that routine maintenance work (tree trimming, pothole patching, minor crack filling) is generally outside the capital planning process and would not trigger the same review as reconstruction, but that capital preventive maintenance and two-course overlays are covered by the policy as part of MDOT’s capital program.
Appointments were approved by voice vote. The commission recorded the Transportation Asset Management Council appointment of James Snell, nominated by the Michigan Association of Regions, with the new term to run August 2025–August 2028. The County Road Association nominations—Kelly Jones (Ingham County Road Department), Wayne Harrell (Kent County Road Commission) and Douglas Mills (Baraga County Road Commission)—were approved; commission staff later confirmed those appointments are two-year terms under Public Act 51.
The vote to post the draft five-year transportation program authorized MDOT to publish the draft on its website and open a public comment period from Aug. 1 through Sept. 1, 2025.
The commission took no additional substantive policy actions beyond the items above and adjourned after a public comment period.
