City Manager Ecker presented the July 2025 manager—s report to the Birmingham City Commission on July 28, highlighting ongoing infrastructure repairs, parks projects and collaborative work with the Baldwin Public Library.
Library and museum: Ecker said city staff and the library have been meeting with the library—s executive director and counsel to finalize agreements following recognition of the library as an independent entity; he described the discussions as collaborative. The Birmingham Museum will launch a public survey on Engage Birmingham to inform its strategic plan.
Parks and environmental work: The Department of Public Services is soliciting public input for a fully inclusive playground design at Poppleton Park and will host a native perennial plug planting event at Booth Park on Wednesday, Aug. 6, at 10 a.m., to supplement earlier wildflower seeding funded through a Community Habitat Improvement grant.
Streets, water main and public works: Engineering staff provided updates on several projects. North Adams resurfacing includes water-main replacement (old 12-inch mains are being replaced) and associated sewer and road work; residents in sections served temporarily by a smaller main experienced reduced water pressure during shutoffs for tie-ins. Cape seal work and a downtown traffic signal mast-arm replacement are underway. City crews hot-patched a large pothole on 14 Mile (a Road Commission of Oakland County road) after coordinating with the county.
Parking and facilities: Chester Garage structural repairs continue; painting of lower levels has started and a final schematic design from consultant BCT Group will be presented to the commission for approval.
Public safety and staff recognition: The fire department rolled out a pre-incident planning program with updated building layouts and utility shutoff locations for first responders. Ecker also recognized new hires and long-term staff anniversaries.
Why it matters: Several capital projects affect access, parking and water service for neighborhoods. The North Adams/Adams water-main replacement work requires temporary shutoffs and may cause pressure fluctuations; staff said the work is part of planned infrastructure upgrades. Park and environmental projects include public engagement opportunities for residents.
What happens next: Staff will continue with construction schedules, present the Chester Garage schematic design when complete and publish the museum survey and Poppleton Park input opportunities.
