Finance committee advances Chamber of Commerce contract changes after debate on festivals, insurance and transparency

The Kingsburg Finance Committee on July 28 reviewed proposed amendments to the city's 2019 agreement with the Kingsburg Chamber of Commerce and voted to forward the financial terms to city council with minor language changes.

Alexander Henderson, a finance committee member, told the committee the Chamber requested two main changes: removal of responsibility for the July 3 Independence Day celebration and an additional $10,000 toward regular operations. Henderson said the city currently provides $30,000 annually under the Chamber contract and provides a separate $12,000 for band concerts; the draft changes would remove the Chamber's obligation for the July 3 event and remove a separate $5,000 city contribution that had supported fireworks in prior years.

Henderson said the updated language clarifies subcontracting: the Chamber remains the responsible party for festival delivery but the contract recognizes that local organizations may aid delivery. The draft also sets a February annual reporting date when the Chamber would provide a written report to the city council summarizing performance and plans for the coming year.

Public commenters and committee members raised several operational concerns. June, a longtime Swedish Festival volunteer, said the Chamber has limited assistance available for the festival committee and said she may step down if internal Chamber arrangements do not change. "It's very difficult now because we have been told for the past several years that the Swedish festival committee is not to ask the chamber office to do anything for us," June told the committee.

Council Member Purcell and other committee members warned against the city becoming entangled in the Chamber's internal governance. Purcell said the contract should protect taxpayer dollars by ensuring contracted festivals are delivered but that the city cannot resolve the Chamber's internal disputes. "I need to make sure that we are protecting taxpayer dollars by saying that this money is going to ensure these festivals take place," Purcell said.

Other committee members and public speakers asked the city to clarify insurance requirements, website maintenance, and financial transparency. A committee member asked that the Chamber retain records that would allow the city, if requested, to review financial statements by event; that proposal drew mixed reactions. One committee member said the city does not customarily inspect the bank records of independent contractors and cautioned against singling out the Chamber. Henderson said staff will clarify insurance language with the city attorney and proposed adding language to emphasize the city's objective to "promote and maintain culturally significant events," citing the Swedish cultural village as an example.

After discussion, the committee voted to move the draft contract forward to the city council for final consideration, with the committee chair asking staff to incorporate the agreed-upon clarifying language. A motion to "move forward on the finances with slight language changes to the contract before it goes to council" passed by voice vote. Committee members and the public were told the contract would likely go before the city council on Aug. 20 for final action.

No change to funding levels was finalized at the committee meeting; final approval and any funding decisions will be made by the city council.
