Germantown beer board approves off-premise beer permit for Fast Gas at 9423 Poplar Avenue

Clerk Betty opened the public hearing on an application submitted by owner-applicant Nazar Olibai and said the application packet included zoning confirmation and a background check. No members of the public spoke during the hearing. Alderman Sanders moved to approve the permit; Alderman Hicks seconded the motion. The board voted to approve the permit on a roll call vote.
Kirby Bogan, who said she will serve as district manager when the store changes hands July 31, described the store’s training and compliance procedures. “We have knowledge zone training, new-hire orientation ... and a compliance check procedure” that uses undercover test purchases and a red/green card feedback system, Bogan said. She also told the board she has worked with the company for 15 years and that prior background checks for employees did not disclose convictions.
Clerk Betty confirmed the background checks found no convictions that would disqualify the applicant. A board member noted the manager’s presentation as “one of the more thorough explanations” of a responsible-vendor program the board had heard.
The board’s approval authorizes off-premise beer sales at the listed address; city staff will complete the permit paperwork following the vote.
