Lincoln County commissioners approve series of routine items, recommend liquor permit

The Lincoln County Board of Commissioners on July 28 handled a suite of routine items, approving minutes and claims, adopting an update to county planning fees, recommending a special designated liquor permit to the Nebraska Liquor Control Commission and authorizing a two‑lot administrative subdivision.

The board first addressed a procedural error involving approval of minutes from the July 21 meeting. An initial motion to approve the July 21 minutes failed because of a question about whether absent members had been able to vote; commissioners then moved to “lay the minutes back on the table,” passed that motion by roll call, and subsequently approved the minutes for the July 21 meeting by roll call.

The board approved the claims and the treasurer’s receipts as presented (roll call recorded). The county treasurer had no substantive discussion attached to the claims item.

On a motion and second, commissioners recommended affirmation to the Nebraska Liquor Control Commission for a special designated liquor permit submitted by Creative Printers LLC for a wedding reception on Sept. 13, 2025, at the farmhouse at 3102 East State Farm Road, North Platte. The application and $40 fee were on file; county staff noted the event area is inside the building and the applicant holds a catering license. The board’s recommendation will be transmitted to the state liquor commission for final approval.

The board adopted Resolution No. 2025‑15 to update fees for planning and land‑use permits on the Lincoln County fee schedule. Planning administrator Judy Clark told commissioners the county’s permit fees had not been meaningfully updated since at least February 2008; the adopted changes were modest (larger permits generally up by about $50, very small permits by smaller amounts).

The board approved an administrative subdivision application by Randall and Linda Lobner (Lobner Second Administrative Subdivision) to split an existing agricultural dwelling site from surrounding acres at 23634 West Suburban Road in a TA‑1 transitional agricultural district. Planning staff said the dwelling lot will be 3.01 acres and the remaining agricultural tract about 76.99 acres and that the subdivision meets the county’s three‑acre minimum for such splits.

As the Board of Equalization earlier in the meeting, commissioners approved the board’s minutes for July 21 and considered assessor‑submitted items including certificates of correction and three late‑filing homestead exemption letters (Form 4‑58). The county assessor told the board two of the late filers were first‑time filers and that the applicants met the state statute requirement for submitting a letter explaining the lateness. The board authorized the assessor’s office to continue processing each of the three late homestead exemption applications. The board also approved a motor vehicle tax exemption (Form 4‑57) for North Platte Catholic Schools for a 2016 Dodge Grand Caravan, as recommended by the county treasurer.
