Mifflin County commissioners on July 15 approved requests to extend project deadlines and accepted an amendment that raises the cost of the West Railroad Bridge replacement in Brown Township.
The extensions move multiple deadlines from Aug. 31, 2025, to Dec. 31, 2025, to allow time to secure waterway permits from the Department of Environmental Protection, obtain utility clearances, transfer right-of-way, and finalize sedimentation-control details, county staff said.
County staff presented Resolution 42025 and a fifth letter of amendment to the county's agreement with PennDOT and the Federal Highway Administration for the bridge over Kishipoas Creek. The amendment increases final-design funding from $250,000 to $265,000; utility costs from $450,000 to $572,000 (attributed in part to a UGI gas-line relocation); right-of-way acquisition from $150,000 to $196,000; and estimated construction from $2,200,000 to $3,250,000 after the bridge was moved about 500 feet upstream. The total project cost now stands at $4,871,000, an increase of $1,233,000.
County staff said about 80% of the increase will be covered by PennDOT and the Federal Highway Administration and 20% will be the township's responsibility (roughly $246,600). The county also approved a separate intergovernmental reimbursement agreement with UGI for relocation of the gas line, with an estimated relocation cost of $757,570, and county staff stated the township would be responsible for $560,829 of that amount. The county said it is not responsible for payment under the UGI agreement.
Commissioners approved the time extensions, Resolution 42025, the amendment and the UGI reimbursement agreement by voice votes. The transcript does not record individual roll-call tallies; motions were made, seconded and carried.
Why it matters: the amendment increases local-share obligations for Brown Township and raises the overall price and schedule for delivering the bridge project funded through a PennDOT/FHWA partnership.
