Board appoints Rodney Bloom to Wyckyup Water District after district unable to form quorum
Summary
Under ORS 198.32(1) the board appointed Rodney Bloom to restore the Wyckyup Water District board after multiple vacancies left the district without a functioning board.
At the board’s regular meeting the Clatsop County Board of Commissioners appointed Rodney Bloom to the Wyckyup Water District Board of Directors under ORS 198.32(1), after the special district reported it could not establish a quorum.
County counsel, Anthony Pope, told the board that three of five Wyckyup Water District seats were on the May 2025 ballot and no candidates filed for one vacancy; two write-in winners declined to serve. The district formally requested county assistance to appoint a director so it could resume normal business.
Pope said the district recommended Rodney Bloom and the county confirmed he had indicated willingness to serve. The board approved the appointment by voice vote.
County counsel advised that the county may be asked to appoint members to other special districts if those districts cannot form quorums themselves.
