BSIS advisory committee meets by Webex; minutes approved and staff provided updates on licensing, enforcement and legislation
Summary
The advisory committee approved minutes from the Aug. 18, 2022 meeting and received updates from DCA and BSIS on staffing, licensing changes, enforcement caseloads and legislation including AB 2515 and AB 830.
The Bureau of Security and Investigative Services Advisory Committee convened via Webex on Nov. 10. Lynn Jensen, bureau chief, called the meeting to order and staff provided updates from the Department of Consumer Affairs executive office, licensing, enforcement, and policy.
The committee voted to approve minutes from the Aug. 18, 2022 meeting. Frank Huntington moved to approve the minutes and Anton Farmby seconded. The roll-call vote recorded "Aye" from the following advisory committee members: Phil Chashray; Anton Farmby; Frank Huntington; Mark Miller; Darren Morgan; Nancy Marsh; Eli Owen; Stanson Perez; Chris Sayers; Leon Scroggins; and Glenn Younger. The motion passed.
Staff presentations covered DCA executive-office appointments and DEI efforts, Breeze online-renewal changes and AB 830's online-mandate for alarm applications, enforcement trends including a rise in incident reports and reduced pending firearm appeals, and legislative and budget updates including projected fund shortfalls and work on regulations for power-to-arrest and use-of-force training.
Public comment and Q&A were opened at multiple points during the meeting; no substantive public comments or questions were received during the DCA and bureau-chief updates. Committee members suggested future agenda items including a recap and quality review of identification cards and discussion of unlicensed investigators.
The meeting adjourned after staff noted members could contact bureau staff by email with questions and that the next advisory meeting is scheduled for February.
