Madison County receives quarterly engineering updates, approves multiple construction awards and RFPs

Madison County supervisors received a series of quarterly engineering updates July 21 and approved multiple contracting and procurement actions tied to a county infrastructure program supported by a $215 million county bond.
Brad Ingalls of Stantec told the board the Calhoun Station Parkway design has reached draft final plans and contract documents and is "working on permitting," with a goal of placing the project out for bid before the next quarterly meeting. Ingalls said the road will be converted to a three-lane section with a center two-way left-turn lane.
Shannon Wells of Garver and Jay Stewart of Michael Baker provided updates on two connected Stribling/Stripling Road projects. Wells said her team had cleared cultural-resource and geotechnical hurdles and that traffic analysis supports a five-lane configuration and that 40945 parcels may be affected by right-of-way acquisition. Stewart said his segment includes retaining-wall designs to reduce property impacts and estimated 10915 short retaining walls to limit acquisitions.
Several other projects were reported: Weisenberger Road (hydraulic and environmental work ongoing; a public meeting anticipated in August), Bozeman Road (Hemphill Construction active; project about 15% complete with a June 2027 target), and multiple Yandell Road segments (coordinated design and a combined estimate of roughly 78 affected parcels for one corridor). Engineers noted a hydraulics issue at existing bridges where widening would raise the modelled 100-year water surface by about 2.593 feet at one crossing; staff said engineers and the county will evaluate alternatives.
The board approved several procurement items and contract awards during the meeting. Highlights include:
- Authorization to direct the county engineer, county attorney and an account administrator to prepare a request for proposals for sanitary sewer engineering along Highway 43 north of Canton.
- Award of a bridge-deck replacement bid to BP Construction in the apparent low amount of $302,920 and authorization to execute subcontractor RPS-1 forms for identified subs.
- Approval to award the historic courthouse roof replacement to Lathan Company (low bid of $998,000).
- Award of the Circuit Court renovation and addition to Sullivan Enterprise, including Alternate 1, with an apparent low bid of approximately $16.83 million; the project includes temporary circuit-court space build-out as the first step.
- Supplemental agreements on Virilia Road (net increase of $15,587.29, charged to county state aid funds) and a supplemental agreement for right-of-way acquisition on the Yandell Road signal installation project ($117,975), bringing that signal project total to $571,384.29.
County Engineer Tim and other staff emphasized these projects are part of a broader, board-approved bond program for county infrastructure. Tim said the investments represent steady progress across multiple projects and urged continuity of permitting, right-of-way acquisition and utility coordination to keep schedules on track.
Board members approved the motions and awards by voice vote after motions and seconds recorded in the meeting packet; specific roll-call tallies were not read into the public transcript for each award.
