As part of the consent calendar the Del Norte County Board of Supervisors approved a memorandum of understanding authorizing the director of human resources and risk management to sign an MOU for county participation in PRISM’s vision plan administrative platform.
Human Resources staff told the board the change is an administrative shift of back‑end handling from a fully insured arrangement to a self‑funded administrative function within PRISM and will not change employees’ coverage or premiums. The HR director said enrollees will not see changes to benefits or out‑of‑pocket costs; the move is intended to allow PRISM to assess fiscal structure and premium‑to‑utilization ratios across participating employers.
Norma Williams, president of DNCEA SEIU Local 1021, spoke during public comment to request earlier notice to the union about agenda items affecting employee benefits; she also highlighted long‑term pay and recruitment concerns discussed elsewhere on the agenda.
The consent item was approved as part of the consent calendar vote.
