Rita Uresti, identified in the presentation as the district’s executive human resources director, described the rubric as "research based" and said it "clearly defines teaching and fosters collaboration, which directly correlates with student achievement." She told the board the system uses multiple observations, a required pre‑ and post‑conference and student‑growth measures, and that master teachers and campus administrators completed an initial three‑day calibration training.
The board’s action replaces the district’s prior TAP/T‑test apparatus with NIET and updates DNA (LOCAL) to authorize the new instrument.
