District gives Measure EE update: TK conversion, portables, sports complex and field work continue with change orders

Facility staff provided a progress report on Measure EE projects at the Oct. 9 board meeting, outlining completed work, current construction activities, change orders and expected near-term milestones.

Completed projects and near-term items - Holly Glen TK conversion and TK playground: presenter reported the TK classroom conversion was completed on time (one small piece of backordered equipment remains before notice of completion). Completed classroom features include two projectors per room, whiteboards, a mix of carpet and luxury vinyl tile and low cabinets in wet areas. The TK playground was turned over at the start of school with a pour-in-place rubber safety surface and a shade structure.

Active projects with schedule or change-order notes - SLC relocation (portable classrooms / Futures Plus): approval of change orders has been necessary after delays obtaining DSA approval and required replacement of wooden foundations with concrete; presenter said soils at the site were unexpectedly expansive and spongy, requiring extra work and negotiated change orders. Project tracking shows multiple change orders (one cited at about $147,000 board-approved; another in negotiation at about $60,000) and the district is tracking a likely November turnover for the portables, with staff planning to move occupants over winter break for minimal disruption. - Districtwide flooring and ceiling tile refresh: the summer sprint project (middle-school gym, classrooms and support spaces) is essentially complete; one additional change order (stage flooring at Aviation, ~$33,000) will be brought to the board for approval before closing the project. - Wiseburn Sports Complex: progress includes concessions/restroom/storage building framing, Musco athletic lighting, roof installation and HVAC work. The project has experienced soil-related delays; staff are tracking January completion for the complex and said drainage work and turf prep will begin soon. Scoreboard and digital-display posts have arrived for installation. - Del Aire baseball/field remediation: phase 2 included irrigation and reclaimed-water hookups plus new turf; contractor asked for an additional 30-day maintenance period at its cost to address unevenness and establish turf; the district is holding the contractor to continuing remediation and said it will apply liquidated damages ($2,000/day) if issues are not cured after agreed extension.

Completed signage, oversight and other items - Districtwide signage refresh and a citizens' bond oversight site tour were completed; the oversight committee received the 2024 financial and performance audit with no findings (auditor report later presented to board). - District is assisting DaVinci with DSA approval and bidding for a DaVinci cafe project and continues oversight of DaVinci kitchen work.

Ending: Staff said several projects face soil and unforeseen conditions that produced change orders; the board was told staff have pursued cost savings where possible, will present remaining change orders at future meetings and will bring a proposal for the next series of summer 2026 projects.
