District staff present 2024-25 discipline data; officials say figures are not yet state-verified

Dr. Boutwell (Student Services) summarized districtwide incident counts and said the board'level report included overall totals and school-by-school breakdowns. Dr. Boutwell noted the data file presented to the board covered 25 of the district's 26 schools; one school (Kraybill Virtual Academy) had no reportable major infractions and therefore was not listed in the primary PDF.
District staff explained that 2024-25 was the final year the district used Educators Handbook as an intermediate system and that the district now pulls behavior data exclusively from Infinite Campus. Because Craven County Schools was a pilot district for Infinite Campus last year, coding corrections were needed; some incidents were recoded (for example, weapon classifications and assault levels) before final submission to the state. Dr. Monroe said the last pool of corrections extended beyond the typical June 30 submission window and that the data presented had not yet been certified by the state Department of Public Instruction.
Board members asked about interpretation of the figures. Staff said some high-school incident categories reflect chronic attendance and skipping issues (tardiness, cutting class) rather than increased physical aggression; elementary trends show more developmentally linked classroom and bus behaviors. Staff also explained that incident counts are not the same as distinct student counts: a small number of students with many incidents can produce high incident tallies.
Reporting process and family notifications Staff described how teachers and administrators use Infinite Campus: teachers enter minor incidents; major infractions are entered and routed to school administrators for investigation and action. The system can push notifications to parents and generate reports for principals and district staff. Administrators said larger disciplinary actions are accompanied by family contact in advance of system-generated records.
Requests from the board A board member asked that the discipline data reviewed at the meeting be attached to the public agenda packet for easier public review. District staff advised the board that the dataset presented was not the final state-certified pool and recommended waiting for the state-verified pull if the board intends to share the formal dataset externally.
Ending Staff will continue to refine and verify the data in Infinite Campus and to provide school-level reports; the district will take steps to ensure the board and public can access the data when the state-certified pull is complete.
