Craven County Board of Education approves baseline budget resolution, consent items and enters closed session

The Craven County Board of Education voted unanimously Oct. 18 to adopt an amended agenda and later approved a baseline budget resolution that sets the district’s beginning fund balances and appropriations for the fiscal year. The board also approved the consent agenda items and meeting minutes from Sept. 16 and Sept. 18, and voted to enter a closed session to discuss personnel; no decisions were reported publicly after the closed session.

Board members first amended the agenda to remove the budget resolution from the consent agenda and to consider it earlier in the meeting; the amended agenda was adopted by roll call without dissent. The budget resolution presented staff’s current baseline figures for state, local and federal funds, including updated planning allotments and project receipts; staff noted some amounts (for example, lottery funds related to the Tucker Creek project) were included in the baseline because the funds had been received.

After discussion and staff clarifications about carryover funds, state planning allotments and federal grant timing, the board voted — by roll call — to approve the budget resolution and the consent agenda. The consent agenda included policy items and an out-of-county field trip request; the board voted to approve prior meeting minutes for Sept. 16 and Sept. 18 as well. Later in the meeting the board made and approved a motion to go into closed session to discuss personnel matters; the board confirmed afterward that it had discussed a personnel matter in closed session and that no decisions were made publicly during open session.

All roll-call votes recorded in the meeting on agenda adoption, minutes, the budget resolution, the consent agenda and the closed-session motion were unanimous in favor.
