Council approves Logistics Park replat and easement vacations amid resident questions about potential data center uses

The Cottage Grove City Council on Oct. 15 approved a replat and related easement vacations for the Cottage Grove Logistics Park (Northpointe), clearing the way for more clearly defined lots and to consolidate stormwater and parking infrastructure for existing buildings.

Emily Schmitz, community development director, told the council the project cleans up lot lines created during earlier phases, shifts lot lines so stormwater ponds and parking are contained on single lots, and removes standard 10-foot drainage and utility easements where necessary. The developer also moved a temporary emergency access and will replace an older stormwater maintenance agreement with a new maintenance agreement meeting city standards.

During the public hearing resident Bonnie Madder said she believes the site may be intended for a data center and urged the city to be transparent about that possibility, request environmental review updates and disclose potential water and power demands. Madder asked when the AUAR (alternative urban area-wide review) would be updated and whether the community would be able to review environmental information and water appropriation data if a data center proposal advances.

Emily Schmitz and council members said that any future use that triggers additional review (for example, a conditional use permit, environmental review or new zoning actions) would come back to the planning commission and city council for public hearings and comment. No specific data center application was presented to the council at the Oct. 15 meeting.

Council actions taken on the Logistics Park matter included: - Adoption of Resolution No. 2025-151 to vacate certain easements within the Cottage Grove Logistics Park plat (motion by Councilmember Thidi, second by Councilmember Garza; voice vote recorded as aye). - Adoption of Resolution No. 2025-156 rescinding and releasing construction, repair and maintenance agreements for stormwater utilities, sanitary sewer, water main and street lights for the Logistics Park (motion by Councilmember Garza, second by Councilmember Claussen; voice vote recorded as aye). - Adoption of Resolution No. 2025-152 approving the preliminary and final plat for Cottage Grove Logistics Park, second edition (motion by Councilmember Claussen, second by Councilmember Burrowsen; voice vote recorded as aye).

Councilmembers and staff emphasized that any future development proposals that require additional permits, environmental review or utility analyses would be publicly noticed and subject to standard planning and council review. The applicant for the plat was present but did not present a specific tenant at the Oct. 15 hearing.

The council’s approval allows the developer to record the new plat and proceed with lot-line changes and the updated maintenance agreement.
