The Anniston City Council approved its consent agenda on Oct. 7 and opened four public hearings on event and liquor-license applications; the council also held first readings of two ordinances and took no final action on either.
The council opened public hearings for: a special events license for Northeast Alabama Bicycle Association Inc. (doing business as the 2025 Coldwater Fat Tire Festival at 26 W. 10th St.); a special-events retail beer license for BPOE #189 for an Octoberfest and car show at 1019 S. Noble St.; a bingo permit application for Elk Lodge BPOE #189 at 1019 S. Noble St.; and a retail liquor license (class 010 lounge) application for RTOs LLC doing business as The Oaks, tied to the reopening of Indian Oaks Golf Course. Speakers at the hearings included Johnny Moore (BPOE #189), Bernadette Hayes (Upsilon Hunt treasurer) and Rick Taylor (The Oaks/Indian Oaks owner). Each public hearing was opened and closed with no extended debate recorded; the items were on the consent agenda and were approved when the council adopted the consent agenda.
The council moved and approved the consent agenda by roll call; council members Downing, Roberts, Harrington, Harris and Mayor Smith all voted yes. Earlier in the meeting the council also voted to waive the reading of minutes from Sept. 16 and Sept. 30 and approved the minutes by roll call.
On ordinance business the council held first readings for two measures and did not vote to adopt either ordinance. In each case the council voted to read the ordinance by title only and closed the public hearing for that reading. The first ordinance was described on the record as “an ordinance amending section 15.5 h of the code of ordinances to remove the Tenth Street Elementary School zone.” The second was recorded as “an ordinance regulating access in connection to the Chief Lagaia Trail” (first-reading only). No public comments were received on either ordinance at the listed hearings and no final votes or adoptions occurred at this meeting.
Other routine business included approval of the meeting agenda as amended. The council recessed to honor outgoing members later in the meeting and presented keys to the city to two departing council members.
