City staff asked the council to allow the city manager to adjust the scope to correct minor drafting issues in the contract, including clarifying that a rate was daily rather than hourly and adding required scope language consistent with the RFP. The council asked staff about contract length and escalation; staff said the base term is one year with two optional one‑year extensions at the city manager’s discretion, subject to budget appropriation, and that an inflation/CPI adjustment is included.
There were no public speakers on the item. Council members said they value the chipper program and want the city to continue to monitor pricing and customer service. One council member described the daily rate as appearing high and urged continued vigilance to secure best value in future procurements. The council then moved, seconded and approved the contract award and the delegated authority for minor edits.
