Jennings County commissioners approve Anthem renewal after 12% increase; HSA deposits and wellness incentive discussed

County staff presented the county’s annual employee health insurance renewal and recommended staying with the current carrier after reviewing options. Commissioners voted to keep the renewal with Anthem and not change employee benefits.
Staff said Anthem’s renewal came in at about a 12% increase driven by claims experience; an alternative proposal from UnitedHealthcare was presented at roughly an 11% increase. The staff presentation showed total plan math "with contributions" and presented three options: (1) accept the renewal as‑is, (2) make modest benefit changes (raise deductibles, reduce or eliminate wellness incentives, reduce HSA deposits) to reduce county cost, or (3) move to a different network (Blue Access), which staff characterized as substantially more expensive.
Presenters recited current health savings account (HSA) deposit levels: $1,800 for single employees and $3,600 for family employees. Staff said staying with the renewal and making no changes was fully fundable by the county for the next year. After questions about the HSA and the council’s guidance, a commissioner moved to accept the renewal with no changes; another commissioner seconded and the motion passed unanimously.
County staff said they will implement the renewal with Anthem and continue benefits administration under the current plan design. No change to the HSA deposit amounts or the wellness incentive was adopted at the meeting.
