Elkhart board approves contracts, policy updates and school-calendar changes before Aug. 14 start

The Elkhart Community Schools Board of Trustees on Aug. 12 approved a package of contracts and policy updates and revised the 2025-26 school calendar so two additional synchronous learning days are available before the first student day on Aug. 14.
Board President Scott called for and the board approved consent items, nine final contracts and a set of preliminary contracts; the board also waived a second reading to allow immediate adoption of some materials. Doug Thorne, the district—s legal advisor, told the board that legislation enacted this year required many of the policy changes they were considering.
The actions included: approval of nine contracts listed in the board packet (five approved under final consideration earlier in the meeting and additional agreements read aloud), a motion to waive a second reading and adopt certain curriculum and guideline updates tied to recent state laws, approval of 17 board policy updates and 11 administrative guideline updates (the board voted to waive the second reading for those as well), approval of several nonresidential services agreements for special-education students and a revision to the 2025-26 calendar to add Oct. 1 and Nov. 4 as synchronous learning days.
Thorne said the volume of policy changes was driven by the Indiana General Assembly and the governor—s signature on multiple bills this year and described the draft policy updates as a response to those statutory changes. "Legislation enacted this year has brought significant changes to traditional public education," Thorne said during his report.
Board members discussed technical and grammatical corrections to the package of policy updates before voting. President Scott and other trustees asked staff to prepare a resolution addressing the board—s ability to make technical corrections without full board review in the future. The board voted unanimously on the motions as presented; roll-call tallies were not read into the record beyond unanimous "Aye" responses.
