The manager said the objective is to extend downtown evening activity and attract hotel guests — a goal intended to allow partial funding from hotel occupancy tax as an economic development and tourism strategy. Staff noted the intention is to repurpose existing city items where possible and augment them with leased materials rather than discard current decorations.
Council authorized the city manager to enter the lease; staff said timing will depend on vendor inventory but they hope some installations will be in place for the Blues Festival in late November and for the tree‑lighting events. Staff also discussed pursuing sponsorships to offset costs and said the tree itself is a live tree that the lease does not replace.
