The Villa Park City Council approved a memorandum of understanding (MOU) with the East Orange County Water District to provide backup sewer-line cleaning and emergency services.
Staff said the city’s primary contractor for sewer cleaning is Empire Pipe and Cleaning, which performs routine cleaning and closed-circuit television inspections on a rotating schedule. The MOU establishes the East Orange County Water District as an additional, secondary provider — available 24/7 — to be called when the primary contractor is unavailable.
Staff emphasized there is no standing cost for the city if the district is not used: the district will be paid only for services rendered when called upon. The council voted to approve the MOU 5-0.
Why it matters: The agreement provides an operational backup for sewer maintenance and emergency response to reduce service disruption when primary contractors are unavailable.
Ending: Staff said the MOU strengthens the city’s contingency options for sewer maintenance and emergency response without adding recurring expense unless services are actually used.
