Kennedale planning commission recommends replat to create AutoZone lot, split remaining parcels into second lot

The Kennedale Planning and Zoning Commission on Oct. 23, 2025, voted unanimously to recommend approval of PZ Case 25-16, a replat of multiple parcels along East Kennedale Parkway and Crestview Drive that will create two lots, one designated for an AutoZone store and the other held for future commercial development.
City planning staff told commissioners that the replat consolidates 13 individual parcels into two lots and that "all the regulations and laws have been met," and therefore the city recommends approval of the replat for AutoZone and the adjacent property. Staff said the replat separates the AutoZone parcel from the remainder so the larger site can be developed in keeping with an "urban village" concept but offered no specific development plans for the second lot.
The properties listed in the replat application include multiple parcels on East Kennedale Parkway and Crestview Drive within the Hammock Creek subdivisions, identified in the file as parcel numbers (for example) 42549785, 42549840, 04105273, 04105300, 04105397, 04105362, 42549793, 42549858, 04105206, 42549823, 42549831, 42549866, and 42549874. Staff did not provide a definitive acreage; one meeting participant estimated the total area at about 7.6 acres, while staff said they were unsure of the exact acreage on the record.
No members of the public signed up to speak on the item. A landowner was present; commissioners asked questions about future uses and whether any parcels were landlocked. Staff said the replat is intended to separate the AutoZone lot from the remainder so the remainder can be developed later, potentially for retail or other commercial uses consistent with the urban village concept.
A motion to recommend approval of the replat was made and seconded and passed unanimously. Four commissioners voted in favor; one commissioner, Place 3 Jeff Madrid, was absent. The commission closed the public hearing and approved the consent agenda earlier in the meeting, and adjourned after the replat vote.
The commission's recommendation will be forwarded to the city council or other appropriate reviewing authority as required by Kennedale procedures for final approval of plats and replats.
