State College Borough Council adopts 2026–2030 capital improvement plan

State College Borough Council unanimously adopted the borough’s 2026–2030 Capital Improvement Plan at its Aug. 4, 2025 meeting. The plan was presented to council on June 2 and was the subject of a public hearing on July 7.

Staff recommended adoption at the Aug. 4 meeting after council members reviewed proposed projects at prior meetings. Council members thanked staff for the process and for streamlining the project list. "They've done an excellent job of explaining the logic and going into detail and answering questions for us," Mister Hayes said during the discussion.

A council member said they would support adopting the plan that evening but urged staff to pursue additional short-term projects—citing municipal solar installations, expanded safe bike routes, secure bike storage and pedestrian-safety improvements—even though the CIP itself does not automatically guarantee inclusion in the operating budget.

Mister Portney described the process as "a really transparent process and really clear," and thanked staff by name.

Council noted that adoption of the CIP concludes the review phase and that specific expenditures will be determined in the annual budgeting process. After brief additional comment and noting that a public hearing had been held, council voted to adopt the plan; the motion passed unanimously.

The council also received several staff reports and updates during the meeting, including a staff summary that the recent downtown bicycle race was successful and that zoning-code revisions are scheduled for presentation beginning Sept. 8, 2025, with additional special meetings planned in September and October.
